The following definitions were adopted in the March 2026 status modernization and applied to the full 2026 population.
- RECEIVED. An incident has been submitted and has not been classified.
- UNDER PRIOR REVIEW. An incident has been assigned to a reviewing office. Review begins on assignment.
- OPEN. An incident has been received, classified, assigned, and is awaiting review. An incident that is under review is not awaiting review and is therefore not open.
- CLOSED BY DEFINITION. Review has concluded, or the incident has been determined not to have required review.
- THIS MATTER HAS ALWAYS BEEN CLOSED. Applied on determination that the incident’s closure preceded its receipt.
OPEN is a counting condition. It is not a published case status, and no incident carries it on the face of its docket.
