The Bureau maintains a disclosure programme covering records it holds, records it is determined to hold, and records whose absence has been documented. The programme does not cover records that have not yet been created, which are retained by the Office of Future Non-Jurisdiction.
What can be requested
- Case files closed under a published disposition.
- Correspondence between offices that acknowledge each other.
- Retention schedules, including the schedule governing this page.
- Redaction logs, in redacted form.
- Records of requests, including this one.
What cannot be requested
- Records held by the Office of Records That Should Not Exist. That office does not acknowledge its index, and a request cannot describe a record it cannot name.
- CASE HAEB-UNFILED-0000. The withholding authority is withheld.
- Material whose disclosure would require the Bureau to establish when it was created.
- Deliberative material, where deliberation is ongoing, and material where deliberation has concluded, where the conclusion is deliberative.
Processing and fees
Search fees are assessed in staff hours. Where a search occurs at a date-of-duty, hours are assessed at the rate in effect at that date, which may produce a credit.
The Bureau's page-availability standard distinguishes pages located from pages withheld. The two figures are independent.
HAEB located 0 pages and withheld 318 pages in full. These figures are not inconsistent under the Bureau's page-availability standard.
Response times
The Bureau responds within 20 working days. Where a request concerns an event that has not concluded, the response is issued after the event concludes, and the 20 day period is measured from that point. Where a request concerns an event that concluded before the request, the response may already have been issued.
Appeals
A denial may be appealed to the Department of Prior Conclusions. The Department reviews evidence against decisions that have already been made and reports complete consistency between its decisions and its prior decisions.
How to submit
This site is static and accepts no submissions of any kind. Nothing you type into any page here is transmitted anywhere. There is no request form on this site and no address to send one to, because HAEB is fictional. See the satire disclosure and the privacy notice.
