Public Recollection Variance Report
Purpose
Use Form 22-R to report a difference between your recollection of a completed event and the Official Record of that event.
The Bureau uses variance reports to measure public recollection alignment, to identify recollection clusters, and to determine whether the Official Record requires no change.
Filing this form does not amend the Official Record. Requests to amend a completed event are made on HAEB Form 88-C.
Who must file
File if:
- Your recollection of a completed event differs from the Official Record.
- A physical document in your possession differs from the Official Record.
- Two documents in your possession differ from each other.
- You remember an event that the Official Record records as having occurred differently, later, elsewhere, or once.
- Another person has reported a variance and named you.
- You remember a version of an event that was approved under a revision of the Current Approved Past that is no longer in effect.
- A HAEB employee has asked you to file.
Who must not file
Do not file if:
- You have forgotten something.
- You remember an event inaccurately and know that you do.
- The difference concerns an opinion, an interpretation, or a family account.
- The difference concerns an event that has not completed.
- The difference concerns how an event felt.
- You are reporting on behalf of a person who has died. Use HAEB Form 41-D.
- You have already aligned.
Filing deadline
- Within 30 days of first remembering that you remembered it.
- Or 30 days after the first occurrence and 30 days before the second, whichever gives the Bureau more time.
- For a variance first recalled before this edition was published, within 30 days of the publication of the edition that was in effect when the variance was recalled.
- A late filing is accepted. A late filing is also recorded as late.
Definitions
Public recollection. Citizen-held memory considered collectively.
Variance. Any difference between what a member of the public recalls and the Official Record.
Memory drift. Retention of details inconsistent with the Current Approved Past.
Alignment. Agreement between a filer’s recollection and the Official Record. Alignment is voluntary.
Corroborating recollection. A second recollection matching the first. A corroborating recollection increases the workload associated with a variance and does not increase its weight.
Recollection cluster. Two or more filers reporting the same variance.
Unreported variance. A variance the Bureau has identified and the filer has not.
Section 1: Filer
Field 1 may be any designation you can be reached under. Do not enter a legal name, address, date of birth, telephone number, employer, or identification number. The Bureau does not request these and cannot use them.
Section 2: The recollection
Field 7 is required. Estimates are not accepted.
Section 3: The Official Record
A filer who selects the third option in field 13 has aligned for reporting purposes and may stop here.
Section 4: Other recollections
Do not identify the other persons in field 15. A count is sufficient. A count is also enough to open a cluster file.

Complete this section only if you possess a physical item.
If the item is an object rather than a document, stop and file HAEB Form 17-B instead. Do not file both for the same item, and do not file neither.
Section 7: Variance concerning a person
Complete this section only if your recollection concerns a person.
A filer who answers yes to field 24 must not complete Section 4. A separate notice will be issued and no response to it is required.
Section 8: Attestation
By submitting, I certify that:
- My recollection is described as I hold it.
- I have not discussed this recollection with any other person.
- I have identified every other person who holds this recollection.
- I did not adjust my recollection to match the Official Record before filing.
- I did not adjust the Official Record.
- I understand that alignment is voluntary.
- I understand that this report is a record of variance, and that it remains a record of variance if I withdraw it.
Signature or filing designation
Date signed
If the date signed precedes the date entered in field 7, the Bureau will use field 7.
Consequence of filing or not filing
- There is no penalty for filing.
- There is no penalty for not filing. A variance the Bureau has identified and the filer has not is recorded as unreported and is considered when the same designation reports a later variance.
- A variance reported and later withdrawn remains reported.
- A filer who aligns is not contacted again about the same variance.
- A filer who does not align is contacted again.
Privacy and records notice
HAEB is fictional and this form is satire. Nothing you type into this site is transmitted anywhere. No field on this page is submitted, stored, indexed, or read by any person or system.
This form does not ask for a legal name, a home or mailing address, a date of birth, a telephone number, an employer, a government identification number, a financial account, or a password. Do not enter any of them. A real collection of this kind would have no use for them either.
Within the fiction, a submitted report becomes part of the Public Recollection System of Records, is retained for the life of the Official Record entry it concerns, and is retained afterward for reference.
Estimated completion burden
22 minutes, or 19 minutes for filers who have already aligned, excluding the time required to determine when your recollection and the Official Record last agreed.

Filing instructions
- Read the Official Record entry before completing Section 2. Read it once.
- Complete the form in one sitting. A form completed across two sittings may describe two recollections.
- Answer field 7 before answering field 6.
- Do not attach documents. Do not mail objects.
- Do not complete this form jointly with another person. Two filers, two forms.
- Retain one copy.
- If your copy and the Bureau’s copy differ, do not file a variance report about the variance report.
Section 9: Example
The following specimen is provided for guidance and is not a report of an actual variance.
Bureau action on the specimen: guidance issued, alignment achieved voluntarily, matter closed. The specimen filer is not contacted.
Field 7 was left incomplete. The specimen is nonetheless shown as accepted, because the specimen was completed by the Bureau.
