Declaration of Out-of-Period Property
Purpose
Use Form 17-B to report, transfer, surrender, retain, or deny possession of an object present outside its approved manufacture, distribution, use, ownership, or disposal period.
Who must file
File if you:
- Possess an object manufactured after the date where it was found.
- Possess an object disposed before the date where it remains present.
- Find HAEB property in an archaeological, architectural, geological, genealogical, or household context.
- Receive a product recall before the product exists.
- Find an instruction manual, charger, warranty, case, accessory, replacement part, or receipt for an unidentified object.
- Have already filed this form at a date you do not recall.
Who must not file
Do not file if:
- The object is old.
- The object looks futuristic but is a kitchen tool.
- The object is a normal item inherited without documentation.
- The concern is solely that clothing styles have returned.
- The object is a fossil, unless it charges.
- HAEB has instructed you in writing not to create a record of the object. Retain that instruction.

By submitting, I certify that:
- The information is accurate under the version of events available to me.
- I have not knowingly introduced the object into the period where I found it.
- If I later learn that I introduced the object, I will amend this form before doing so.
- The object existed when observed.
- The object did not exist when not observed, except as required for chain of custody.
- I have not omitted any prior filing of which I am currently aware.
- I understand that HAEB may determine the object cannot legally be the object.

Filing instructions
- Retain the object where found when safe.
- Do not mail the object.
- Do not upload sensitive images or private documents.
- Submit the public report to receive a provisional receipt.
- Mark any container: CONTENTS MAY NOT YET EXIST.
- Keep one copy of the form.
- If the copy changes, keep both copies without deciding which is original.
Privacy and records notice
HAEB is fictional and this form is satire. A public implementation should not collect unnecessary personal data or claim to create a real government record. Nothing you type into this site is transmitted anywhere.
Within the fiction, submitted forms become part of the Public Recollection System of Records and may be retained until the reported object reaches its approved disposal date, whether or not that date has passed.
