Scope and content

This collection consists of public advisories issued by the Bureau and subsequently withdrawn.

Withdrawal is not a finding that an advisory was incorrect. It is a finding that the advisory is no longer issued. An obligation created by an advisory survives the advisory, and a filing made under a withdrawn advisory remains a filing. Members of the public who complied with an advisory in this collection have complied.

The current advisory programme is published under the Public Advisory series and is unaffected by these holdings.

Extent and arrangement

Collection extent: 4 linear feet, 8 advisories, 8 withdrawal notices, 3 printings retained as issued.

Arrangement is by date of withdrawal, not by date of issue. Where an advisory was issued and withdrawn on the same day, the withdrawal notice is filed first.

Conditions governing access

Available in the reading room. Withdrawal notices are produced with the advisories they withdraw. The Bureau does not produce a withdrawal notice alone, because a withdrawal notice read without its advisory has been found to generate reports.

PA-1979-002, Household Preparedness for a Prior-Event Service Interruption

Issued March 1979. Withdrawn April 1979.

Reason for withdrawal. The advisory instructed households to keep a written account of the current week in case the week required reconstruction. 61,000 accounts were submitted. The Office of Public Recollection was required by Directive 12.2 to reconcile each account against the Official Record and identified 61,000 variances. The advisory was withdrawn and the variances were retained.

The accounts are not part of this collection. They are held by the Office of Public Recollection under a schedule that does not authorize destruction.

PA-1994-011, Guidance for Persons Who Recall an Additional Moon

Issued June 1994. Withdrawn 41 minutes later.

Reason for withdrawal. Reports of the condition rose sharply among readers of the advisory and did not rise among persons who had not read it. The Bureau determined that the advisory was the condition’s most effective means of distribution.

Reports received during the 41 minutes were not closed. They are counted among the 318 incidents under review but not open, and are therefore not counted among the 0 open incidents.

PA-2007-005, Handling Mail Addressed to a Deceased Person

Issued 2007. Withdrawn 2008.

Reason for withdrawal. Recipients were instructed to write DECEASED on the envelope and return it to the sender. The Division of Biographical Integrity accepted the notation as an administrative act performed in the name of the subject, which under the deceased-person filing requirements must be performed by a living filer. 1,140 classifications were reopened. The advisory was withdrawn. The classifications remain reopened.

Current guidance on this subject is published as PA-2026-003 and instructs recipients to write nothing.

PA-2013-001, Interim Guidance on Recollection Variance in Minors

Issued and withdrawn 2013. Not held.

The advisory was withdrawn on the day of issue and destroyed under Records Schedule 12/4, item 9, which authorizes destruction of guidance that was never in effect. The withdrawal notice is held and is the only record of the advisory’s contents. It is one page and describes the advisory as unnecessary.

PA-2016-009, Museum and Historic Site Guidance for Out-of-Period Objects

Issued 2016. Withdrawn nine days later.

Reason for withdrawal. The advisory directed visitors who observed an out-of-period object to notify a member of staff. Staff notified the Bureau. The Bureau notified each institution that an object had been reported by the institution, and requested a declaration on HAEB Form 17-B from each institution, in respect of the report the institution had made about itself.

Nine institutions filed. The Bureau’s records show that eleven were notified.

PA-2021-003, Voluntary Recollection Alignment for School Groups

Issued 2021. Withdrawn 2022.

Reason for withdrawal. Alignment among participating students reached 99.4 percent, the highest figure recorded by any Bureau programme. The advisory was withdrawn because the result could not be distinguished from the result that would have been obtained had the students simply been taught the Official Record, and the programme’s continued funding depended on the distinction.

The finding is recorded in full. The funding was not renewed. The 99.4 percent remains in the Bureau’s published alignment history.

PA-2024-007, Notice of Scheduled Maintenance, 1893

Issued 2024. Withdrawn 2024.

Reason for withdrawal. 1893 returned to read-only status ahead of schedule. The notice was withdrawn because it announced maintenance that had been completed before the notice was issued, and the Office of Continuity Verification does not announce completed work.

The two leaves are identical except for the effective date, which differs by one century in a way the printer has not been asked to explain.

PA-2026-008, Interim Guidance on Correspondence Bearing an Early Opt-Out Instruction

Issued 2026. Withdrawn three days later.

Reason for withdrawal. The advisory reproduced the instruction that it advised the public not to reproduce.

Access. Available in part. Nine characters have been removed from leaf 2 under Directive 7.4, section 9, premature language withholding. The withholding is recorded in the public redaction log. Current guidance on this subject appears in the public guidance section of CASE HAEB-1844-STOP, which directs holders of such correspondence to retain the item where found and not to reply to it.
